The "final" version will probably be some Service Pack version of Windows Vista. Windows XP should be getting at least an SP3 version in 2007 and perhaps even an SP4 version sometime later.

SE was not an update for Windows 98. Windows 98 SE was a new version of Windows 98 If you wanted Windows 98 SE, then you had to buy it unlike Service Packs which are free. There is no Service Pack for Windows 98 IIRC.

I remember Win98 SP1 and SE coming out at about the same time. Windows 98 orig. users could get a copy of SE for a much reduced amount - 20 or 40 dollars. The only difference between SP1 and SE was that SE had a couple extra utilities e.g. ICS (Internet Connection Sharing) and, of course IE5, but that could be downloaded for free and installed on Windows 98 orig. anyway. Unless one wanted ICS, there was no real reason to switch to SE because all the updates were available no charge from Microsoft's websites.

Don't you remember? You could download the "Windows 98 Service Pack 1" online or order the "Windows 98 Service Pack 1" disc at no charge [which I did] .. or order the SE 'upgrade' at low cost - like you said around $20 - if you were a current user of Windows 98.
SE had a few components that the service pack + downloadable updates didn't include such as ICS and firewire .. but not much more. So unless one had a specific need for those utilities there was not *too* much point in paying for SE when the service pack and downloads were at no charge. Not that SE was going to cost the Win98 user much anyway.

ICS was one of the differences maintained between Windows 98 and Windows 98 SE since ICS was not included. In spite of what the articles say, there was no Service Pack 1 for Windows 98. I just double checked the Windows Update Catalog. I also performed a Clean Installation of Windows 98. I then installed all updates from Windows Update. Rebooted and installed more updates until there were no more updates available. SP-1 was never listed. Service Pack is not listed in "winver" or Properties. Finally I looked in Add/Remove Programs, Service Pack was not listed in any of the tabs or categories. There were Service Packs for Outlook Express and Internet Explorer, but those are not the same as a Service Pack for Windows.
The CD that was sold for about $5 was not actually a Service Pack. It was a compilation of most of the updates to come out between Windows 98 and Windows 98 SE. The CD did not include ICS the major difference between Windows 98 and Windows 98 SE. Everything on the CD was freely downloadable.
The other CD sold for about $20 - $30 actually upgraded Windows 98 to Windows 98 SE, it was only available for Windows 98 systems and would not upgrade Windows 95 or other early OSs. This was an upgrade and not a Service Pack.
If
there was a Service Pack 1 for Windows 98, it would still be available as a Critical Update along with the other Critical Updates.

I hold the "Windows 98 Service Pack 1" CD-ROM in my hot little hands. I ordered it from Microsoft at the time when most people went for 20 buck 98 S.E. upgrade instead. Gosh, I was a cheap bas****. Anyway:

For Windows 98 SE there was never a Service Pack
For Windows 98 there was a Service Release 1 that came out after Win 98 SE released NOT a Service Pack..
Service Release and Service Pack and Win 98 and Win98 SE are different
I have the Service RELEASE 1 as it was called for Win 98 not for Win 98 SE right here in front of me.

There were Service Packs for Outlook Express and Internet Explorer, but those are not the same as a Service Pack for Windows.
The CD that was sold for about $5 was not actually a Service Pack. It was a compilation of most of the updates to come out between Windows 98 and Windows 98 SE. The CD did not include ICS the major difference between Windows 98 and Windows 98 SE. Everything on the CD was freely downloadable.
The other CD sold for about $20 - $30 actually upgraded Windows 98 to Windows 98 SE, it was only available for Windows 98 systems and would not upgrade Windows 95 or other early OSs. This was an upgrade and not a Service Pack.
If there was a Service Pack 1 for Windows 98, it would still be available as a Critical Update along with the other Critical Updates.

Are you sure it is not a Service Release? Now that Peter mentions it, I remember Service Release. As Peter says, they are not the same.
Install Windows 98. Then install that CD. Does winver or Properties show a Service Pack? If it is indeed a Service Pack, you will see it stated.
The Service Release was pretty much the same as Windows XP SP-2 Rollup 1. A compilation of updates but not a Service Pack.
If it is actually a Service Pack, it will also be in the Critical Updates.

Here's a .jpg photo of the CD-ROM. I ordered it from Microsoft instead of the S.E. upgrade. They (Microsoft) called it a "Service Pack 1" although as you realize, the Service Pack 1 was a bunch of updates that a setup.exe wizard walked the user through.
